Social Security is a system that aims to ensure basic citizen’s rights and equal opportunities, as well as promoting well-being and social cohesion for all Portuguese or foreign citizens who exercise professional activity or reside in the territory.

In Portugal it is not mandatory to have a Social Security Number (Número de Identificação da Segurança Social - NISS). The NISS is issued if you are entitled to any social benefits or if you are working in Portugal and contributing to Portuguese Social Security.

Please note that you do not need to have a NISS to register for healthcare in Portugal. As a resident, you are entitled to healthcare, you only need to present a NISS if you have one.
